A Buenos Aires lawmaker explained that penalties for violating the norm are already in place, as the project only modifies the article that currently prohibits mobile phones in prisons. Liberman emphasized control mechanisms to ensure compliance, such as the use of signal jammers and daily searches, and noted that if the initiative is to be replicated nationwide, 'it can be done.' 'We are working to ban the use of mobile phones in prisons and any form of communication via network,' he stated. Article 19 of the National Constitution establishes that prisons must be safe and clean for security, not for the punishment of inmates. 'They look more like film studios than a prison,' he pointed out. Furthermore, he stated that the project was prepared with lessons from 'previous initiatives' and was designed to 'avoid ideological debates, because here it's a matter of raising your hand in favor of banning mobile phones in prisons or not.'
